Disbanded Committees

The Levy Working Party formed part of the representation of industry employers across the three GB Nations and worked collaboratively to ensure the effective development of the 2020 Levy proposals.

It assisted in assessing and informing industry’s view of any proposed changes to Levy legislation in advance of making final submissions to the Board and DfE concerning such changes. It supported CITB in testing the future funding strategy options for wider industry consultation, and assessed the implications of different Levy rate models against CITB’s strategic objectives.

The Levy Working Party considered the impact and potential impact on the CITB Levy of factors within the external environment and makes appropriate recommendations to address or mitigate those factors.

Liz Bridge – Joint Taxation Committee

Liz Bridge was once a senior inspector of taxes but left HMRC to run the tax department of the Construction Confederation. She has run helplines for all the major trade federations in the Joint Tax committee of Construction for more than 20 years, negotiating tax changes with HMRC and teaching those changes to the industry.

Liz also works as a member of the First Tier Tax Tribunal so she is truly a tax specialist / nerd.  She is well known as a speaker who can make tax issues clear.

Craig Bruce – Pert Bruce Construction

Craig is the seventh generation of his family to run the business dating back to 1871 and he has 30 years' experience in the industry. He started in the family firm as a joinery apprentice at 16, serving his time in the workshop, onsite and carrying out maintenance, before progressing to the office and eventually to MD in 2007. He merged the business in 2007 with another local family company to increase capability and service delivery, increasing his original 25 employees to as it stands, directly employing 100 staff, 16 of which are trade apprentices.

As MD of Pert Bruce Construction, Craig has experience in carrying out a varied roster of work ranging from £25,000 domestic projects all the way up to £4m historic/listed house conversions, with clients ranging from private individuals through to blue-chip industrial clients, architects and leading developers. Craig also owns a property development company building new homes, converting listed buildings and building affordable homes for RSL Partners.

Craig currently sits as a Director of the Scottish Building Federation, President of the Dundee and Angus Association, Council member of SBATC (Scottish Building Apprenticeship &Training Council), CITB LEVY Working Party, CITB Scottish Council, Founder & Director of Angus Shared Apprentice Scheme and a Director of a north east based safety group (SAFE) and has previously been on CITB GSWP and as a founder of the Angus Training Group also sat as Chair of the local Group and Training Group National Rep.

Gareth Davies – Knox & Wells

Gareth is the Construction Director for Knox and Wells Limited. His role combines all aspects of Client servicing, from bid management to project delivery, together with responsibility for strategic liaison with key Industry stakeholders such as Welsh Government, CITB and CIOB.

Prior to joining Knox and Wells, Gareth was in post with Britannia Construction Ltd from 2010 as Regional Director (Wales), Wales Regional Director for Carillion Building (Mowlem Building prior to 2006 takeover) and from 2001-5 was Wales Construction Director for Mowlem Building.

During a thirty five year career in the construction industry Gareth has been responsible for delivering many prestigious projects in south Wales, south west England and Jersey, across a variety of sectors.

Gareth is a Fellow of the Chartered Institute of Building (FCIOB) and was a member of the CITB National Council from 2015 to its reorganisation in 2018. He chaired the south-east Wales Regional Construction Forum from its inception in 2010 to its re-constitution in 2018. Gareth is also an active member of Constructing Excellence in Wales and a Professional Assessor for the CIOB and has been a judge and Panel Chairman on the CIOB's Construction Manager of the Year Competition since 2004.

Tony Elliott – Robertson Group

Tony Elliott is Group HR Director for Robertson Group, one of the UKs largest privately-owned construction and infrastructure services companies. Tony has extensive strategic experience in blue chip financial services, infrastructure and manufacturing organisations, working with teams in the UK and overseas. Focussed on the development of people and the growing of internal talent, the attraction of new talent and ensuring skillsets are enhanced and future proofed within our industry, Tony has over 25 years of experience in the fields of talent, people and learning.

Tony is currently Chair of the Construction Industry Training Board (CITB) Scottish Nation Council, driving the industry skills agenda across Scotland. He is also a member of several senior level bodies, including The Scottish Apprenticeship Advisory Board (EEG), The Scottish HR Leadership Group and the Chartered Institute of Personnel and Development Scottish HR Leaders forum.

Seamus Keogh – England Nation Council Chair

Seamus has 35 years of construction experience, with 30 years at the Clancy Group. He retired as CEO of Clancy Group in March 2019. As well as being the Chair of the CITB England Nation Council, he is also Chair of CIJC (Employers) Ltd, a member of the Mayor of London's Skills Board and Skills for Business Partnership, a Fellow of ICE, Chartered Member of IOSH and a Member of IEI.

Alison Lamplough – Laing O'Rourke

Alison has worked in Construction for over 20 years and in that time has covered every aspect of talent management, skills, training and development and has led the development of a number of new Apprenticeship Standards for the sector.

Alison has responsibility for the strategy and delivery of all site, technical and apprenticeship training for the Laing O'Rourke Europe Hub to ensure that both current and future skill requirements are met. This has included the development of innovative and dynamic approaches to onsite learning to create an up skilled and competent workforce. Her role includes the management of third-party suppliers to ensure delivery of excellent service and value to the business, she works closely with leaders and stakeholders at all levels as part of her ongoing pursuit for ongoing improvement and vocational/training excellence.

Alison was a member of the CITB Investment Funding Committee until December 2019.

The Committee was charged with advising the Board on the adequacy and effectiveness of CITB’s arrangements in relation to construction skills development and delivery in England in line with the Board’s strategic plan.

In particular, the English Committee advised and made recommendations to the Board on matters of strategic business and support the Board’s strategic leadership, with corporate oversight of strategy and performance. It acted as a ‘think-tank’ and advised on: current and future construction skills development and delivery in England; the direction of industry developments in construction and the wider built environment; influencing government policies on skills and training; priorities and policies for the construction industry in England; the impact and effectiveness of the delivery of products and services in England outlining areas for improvement and innovation.

The Committee was charged with ensuring that the Board gained the assurance it needed on the adequacy and effectiveness of CITB’s arrangements in relation to construction skills development and delivery in Scotland in line with the overall strategic plan.

In particular, the Scottish Committee advised and made recommendations to the Board on the priorities for the construction industry in Scotland, as a component of the overall CITB strategic plan, training provision and standards for the construction industry and wider built environment in Scotland. The Committee also advised the Board on proposals relating to the strategic plans for Scotland; influencing devolved government policies on skills and training, and outline potential areas for improvement and innovation.

The Committee provided advice and guidance to relevant Scottish construction and built environment groups.

In particular, the CITB Board's Cymru Wales Committee advised and made recommendations to the Board on:

• priorities and policies for the construction industry in Wales, as a component of the overall CITB strategic plan:
  • training provision
  • standards and qualification frameworks for the construction industry and wider built environment in Wales
• progress and proposals relating to the strategic and business plans for Wales
• influencing devolved government policies on skills and training:
  • by effective communication of evidence-based needs and supply
  • consider other topics, as defined by the Board
  • the impact of Board policies and strategies in Wales
  • highlighting national differences and requirements
  • encompassing material changes in delivery
• the impact and effectiveness of the delivery of products and services in Wales outlining areas for improvement and innovation

The role of the Grants Scheme Rules Group was to provide CITB with a robust and representative voice of industry to advise, recommend and inform the design of the Grants Scheme for the duration of the Reform programme. This Group has now been disbanded.

The Grants Scheme Rules Group existed to represent the construction industry interests and ensure that the Grants Scheme was designed to benefit the industry as a whole.

It had a responsibility to assist CITB to fully understand the impact (both positives and negatives) of the Grants Scheme on the industry and to ensure that the design of the Grants Scheme was aligned to the guiding principles and targeted construction industry outcomes.

The Grants Scheme Rules Group acted as a group for consultation related to change of the CITB Grants Scheme as well as to review, give advice, make recommendations to enable CITB to develop an effective Grants Scheme for the benefit to serve the industry.
