Health and safety for Painters and Decorators

The purpose of this standard is to provide the delegate with the knowledge to support the following: Risk Assessment & Safe Working Methods; Use of relevant equipment; Working with Hazardous Substances & Chemicals; Prevention of accidents & Ill Health.

Duration

1 day of 6 learning hours

If e-learning only, the duration is to be at least 50% of this.

Purpose/scope

The purpose of this standard is to provide the delegate with the knowledge to support the following:

Scope:

  • Risk Assessment & Safe Working Methods - Purpose & understanding, keeping them simple, on-site checking & briefing
  • Use of relevant equipment - General rules for pre-inspection, be suitably trained, identify defects, storage & use
  • Working with Hazardous Substances & Chemicals--Signage, understanding CoSHH data & assessments, VOC’s
  • Prevention of accidents & Ill Health - Risks, likely harm & prevention

Plus a minimum of 4 other subjects to be covered, selected from the other sections of the handbook, examples are:

  • Access equipment-Suitability options, Hierarchy of controls, safe use & rescue plans
  • Use of protective equipment-PPE/RPE standards, fit testing, selection of correct PPE/RPE as defined by Risk Assessment.
  • Spray Painting-types of equipment, equipment selection, preparation & use
  • Fire prevention - Fire Triangle, fire risks, causes & workplace rules
  • Lead in Paints-uses, likely locations, identification & health risks
  • Planning works-preparation & setting up of the work areas
  • Supervisory duties-being in charge (what this means in practice), responsibilities, delivery of instructions, preparation & carrying out works, pre-start & ongoing inspections

NOTE: The precise content will vary on each intervention based upon a simple Training Needs Analysis (TNA) for each group or company-wide identified targets. It is imperative that the topics covered are included and endorsed on the course certification as well as the signed attendance sheet as verifiable proof of achievement of the required standard.

Delegates pre-requisites

There are no delegate pre-requisites as part of this standard, however a basic knowledge of Painters & Decorators terminology and techniques would be beneficial.

Instruction/supervision

As a minimum, course trainers must be able to demonstrate that, in relation to this standard, they have:

  • an award in education and training (or equivalent, as per requirements for approved training organisations)
  • successfully completed training to this standard
  • at least 2 years relevant industrial experience
  • a verifiable CV

Delivery

Delivery may be in an on or off the job environment.

All materials and equipment must be of a suitable quality and quantity for delegates to achieve learning outcomes and must comply with relevant legislation.

The class size and delegate/trainer ratio must allow training to be delivered in a safe manner and enable delegates to achieve the learning outcomes.

The following delivery methods may be used in the delivery of this standard:

  • classroom

This standard is considered to contain 51% or more theoretical learning.

This standard is considered to be set at an intermediate level.

Assessment

For the successful completion of training, delegates must complete an end of course practical assessment or knowledge test that measures all learning outcomes and has a pass or fail criteria.

Where this training is assessed using multiple-choice questions, a minimum of 10 questions must be asked and delegates are required to achieve an overall pass mark of at least 80%.

Quality assurance

Recognised

CITB will gain assurance through the third party’s quality arrangements.

Approved Training Organisation’s will be required to supply confirmation of approval (centre approval and scheme approval) with the related third-party awarding organisation or body. In most cases this will be an approval certificate provided by the third-party awarding organisation or body, listing the routes, qualifications and categories they are approved to deliver. In addition, a copy of the most recent external quality assurance monitoring report will be required, relating to the standard that you wish to be approved for.

This information will be reviewed by CITB’s quality assurance team. Approval will be subject to the required third-party documentation being supplied by you. As part of the quality assurance checks, CITB may confirm the accuracy of documentation with the issuing organisation.

state the roles and responsibilities of employees, employers & self-employed regarding health, safety & welfare arrangements- linked to the current Regulatory standards.

The Handbook refers to the relevant current Regulatory standards as well as any particular Industry or customer requirements such as Build UK, SSIP or Local Authorities. Reports from recent HSE inspections, accident, incident & near miss reporting & statistics must also be fully understood.

Up to date information gleaned from the PDA SHE Committee such as spraying or new technology guidance.

state the purpose of work plans, risk assessments and safe working methods including their statutory requirements. 

state the general rules for the safe use of relevant tools and equipment regarding certification, inspection, identification of defects or faults and storage.

The “overall question bank” to confirm the learning outcomes will be gathered from the following sources:

  • The content of the current PDA health & Safety handbook
  • The current Health & Safety touchscreen testing questions
  • Current HSE published information, including statistical reporting on accidents, investigations & inspections
  • Questions agreed as relevant by the PDA SHE Committee
  • User instructions from Manufacturers such as: Spraying equipment & Chemical suppliers

Notes

  1. It is vital that whilst maintaining minimum training standards, that deliverers can use the most up to date/current details to ensure that recipients are encouraged to take in new information in a timely manner.
  2. It is expected that 8 questions cover the 4 core subject areas with a minimum of a further 8 questions taken from the list of additional topics to prove the appropriate learning outcomes. This means that there will be at least 2 questions per topic.
  3. This standard & its learning outcomes have been developed to allow painting & Decorating Contractors to deliver their own training “In-company” provided that all of the standards are met, as well as for External training providers to offer to PDA member companies.
  4. A short 3-hour training refresher standard is also planned with a recommendation that this be utilised every 3 years to keep workers up to date.
