Fire safety, fire marshal for built-up felt roofing operatives

Duration

Minimum 1 day of 6 learning hours 

Purpose/ scope

The purpose of this standard is to provide the knowledge and skills for fire safety and fire marshalling when using flammable materials for built-up felt roofing. 

The scope of this standard covers: 

• Flammable materials and equipment used in built-up felt roofing systems 
• Flammable and non-flammable built-up felt roofing systems 
• Causes of fires during installation 
• Risks associated with particular tools, equipment, and methods 
• How to perform a risk assessment 
• Work method statement (procedure) 
• Hot work permit 
• Safe handling and storage of flammable materials 
• Safe work practices and procedures 
• How to store and handle flammable and combustible materials 
• Fire prevention strategies 
• Emergency fire response procedures and equipment 
• Fire risk mitigation measures 
• How to use relevant fire extinguishers 
• Fire Marshal responsibilities.

Training delivered against this standard is relevant to the following occupational group(s):

• Operative and Craft
• Technical
• Supervision. 

Candidate pre-requisites

For this training, candidates must hold a valid Working at Height certificate. It would be beneficial if candidates had a basic knowledge of built-up felt roofing systems. Before candidates perform the work on a construction site, candidates must have successfully completed roofing-specific training for working safely at height.

Instruction / supervision

As a minimum, course instructors must be able to demonstrate that, in relation to this standard, they have:

• A train the trainer or instructional techniques course certificate 
• Successfully completed training to this standard
• At least 2 years relevant industrial experience
• A verifiable CV.

Delivery

The following methods may be used in the delivery of this standard:

• Practical training in an off the job simulated environment, using low height roofing rigs
• Theory training: classroom, e-learning, or a combination 

The class size and candidate/instructor ratio must allow training to be delivered in a safe manner and enable candidates to achieve the learning outcomes. 

All materials and equipment must be of a suitable quality and quantity for candidates to achieve learning outcomes and must comply with relevant legislation. Learning should include at least 25% of learning activities to suit scenario examples. 

Assessment

For the successful completion of training, candidates must complete an end of course practical assessment or knowledge test that measures the learning outcomes and has a pass or fail criteria.

Quality assurance

Quality assurance against this standard will require initial approval of the training organisation and their content mapped to the standard.

CITB will also conduct an approval intervention, either desk-based or centre visit, to ensure the training organisation can meet the requirements of the Training Standard.

Approved training organisations will be required to present information on records of training and assessment upon request to CITB for desk based analysis. They will also be visited annually by the CITB quality assurance team.

Renewal

Recommended Refreshment – HSE, other relevant codes of practice or industry card scheme criteria recommend that the candidate completes a refresher of his/her training (that is to ensure their knowledge and/or skills are up to date) every 3 years.

Either on request or in 3 years from approval date.

The candidate will be able to:

• Describe causes of fires during installation
• Describe risks associated with particular tools, equipment, and methods
• Perform a risk assessment (using a scenario, for example: roofing rig or photographs)
• Follow a work method statement (procedure)
• Request and follow a hot work permit
• Describe safe work practices and procedures
• Store, handle, and hoist flammable and combustible materials (large sizes/weights may require a certified rigger)
• Describe fire prevention strategies
• Describe emergency fire response procedures and equipment
• Describe fire risk mitigation measures
• Use relevant fire extinguishers
• Describe Fire Marshal responsibilities
